DILG bestows Regional Local Legislative Award to Angeles City Council

Department of Interior and Local Government (DILG) has conferred the Regional Local Legislative Award (LLA) to Angeles under the highly-urbanized city category.

In a statement, Mayor Edgardo Pamintuan said, “All of these awards stand as proof that we are fulfilling our contract with the Angeleños. We will not stop here. We still have many things to do for the city.”

For her part, Vice Mayor and City Council presiding officer Vicky Vega-Cabigting said, “After so many years, our dream has finally come true for Angeles City. The Sanggunian has finally made it. This will not be possible without the efforts of all the members.”

Given by DILG and the Philippine Councilors League (PCL), LLA recognizes the exemplary performance of sanggunians of cities and municipalities in legislating measures that help build the foundation of meaningful local administration and development.

For this current term, performances of local councils from July 1, 2010 to June 30, 2012 were reviewed.

“Criteria in determining the winners include effectiveness of the legislative agenda which should be aligned with the executive agenda, effectiveness of the legislative tracking system, availability of legislative documents, efficiency of performance of the sanggunian which is measured through the number of ordinances passed with impact on communities such as local tax code and comprehensive land use plan, and quality of office set-up and staff complement” DILG Regional Monitoring and Evaluation Division Chief Lerrie Hernandez explained.

Other winners were San Fernando for Component City, Cuyapo in Nueva Ecija for 1st to 3rd class municipality, and Samal in Bataan for 4th to 6th class municipality.

Regional honorees, who are automatically Central Luzon’s national bets, were chosen by a committee composed of the DILG Regional Director as chair and PCL Regional Council head as vice chairman with the Regional Chiefs of Department of Agriculture, Department of Social Welfare and Development, Department of Budget and Management, and Department of Environment and Natural Resources and representative from the Philippine Chamber of Commerce and Industry as members.
