Ilocos Norte strengthens development council

The provincial government wants to strengthen the Ilocos Norte development council that will craft investment and economic programs for the next three years.

Governor Imee Marcos issued executive order no. 175–13 reconstituting the council members pursuant to RA 7160 otherwise known as Local Government Code of 1991 stating the constitution of local special bodies in the local government units (LGUs).

The council, with Marcos as chair and Vice Governor Eugenio Angelo Barba as vice chair, is composed of 121 members that include the two members of the House of Representatives from the province, provincial board members, mayors from 21 towns and two cities, department heads of the provincial capitol, heads of the national government agencies, representatives from various religious sectors and non-government organizations (NGOs) and the farmers’ sector.

Pedro Agcaoili, Jr., provincial planning and development officer, said the council was primarily created as an advisory or recommendatory body to the local government to exercise specific planning and monitoring functions.

He said aside from the formulation of long-terms plans, the council will also make medium–term and annual public investment programs.

The council will appraise and prioritize socio-economic and development programs and projects.

“The council will also formulate investment incentives to promote the inflow and direction of private investment capital,” Agcaoili said.

He added that the council will coordinate, monitor and evaluate the implementation of development programs and projects in the province.

Agcaoili said council’s reconstitution is in line with the governor’s “paspas dur-as” (rapid development) program under her fresh three-year mandate until 2016. (MCA/FGL PIA-1 Ilocos Norte)
